I visited the City of Alajuela in Costa Rica last year. I was amazed that it was such a beautiful place but I do have one comment about the air quality.
When I went downtown, it seemed so polluted from bus and other diesel fumes you could barely breathe. Between that and the smell from the open air meat markets...man oh man.
Do you really think an Air Pollution law would help?
For example it is the law in Costa Rica that taxi drivers run their meters and charge the correct price. It is quite common for meters not be used and used or not the wrong price (ie: a higher price) charged.
I bet the same thing would happen about air pollution!

Touche on the taxi driver thing. They are especially tricky if they think you don't know the exchange rate and how much it should really cost to get where you are going. If your Spanish is bad make SURE you know how much you should be paying.
