Does Costa Rica have a form of welfare

Does Costa Rica have any type of governmental help for people who are disabled and can't work.

How about those who can work, but can't pay for their bills even with a job. Is there any assistance at all like in the States?

Yes...but only for it's citizens.

It's meds,scrips,electric and a small amount of colones...Maybe 200-250USD/MO.

I know a guy thats on it and he,wifey and 2 kids struggle so they grow and sell some veggies on the side.

As in The Empire he is taking advantage of the system since he drinks allot and has NO physical limitations.
