    Costa Rica was listed as one of the four countries considered as non-cooperative tax havens, along with Uruguay, Malaysia, and the Philippines. These countries were accused by the Organization for Economic Cooperation and Development (OECD) of harboring tax evaders and their money.

    The list will be used as the basis the Group of 20 leading industrialized and emerging nations (G20) for the crackdown of countries who did not commit to follow the international tax standard.
