The only client monitored by the Costa Rican Superintendent of Telecommunications (SUTEL), the agency tasked to oversee the opening of Costa Rica's telecommunication industry, has agreed to turn over the fees it had collected to keep the agency afloat.
The company, Costa Rican Electrical Institute (ICE), was formerly a monopoly until the Costa Rican government opened the industry to competition.
